DUIN
DUIN (downstream user import notification) was available to UK-based importers, downstream users and distributors who were already importing a substance before the end of the post-Brexit transition period. Filing one deferred the full UK REACH registration obligation. The window closed on 28 October 2021 and no new notifications can be submitted.
If you filed a DUIN, the deferred registration deadlines still apply to you — and they have moved again. The REACH (Amendment) (No. 2) Regulations 2026 (SI 2026/849), published on 16 July 2026 and in force from 6 August 2026, extend the final transitional registration deadlines to 2029, 2030 and 2031:
- 27 October 2029 — substances on the EU SVHC list before 31 December 2020, CMR substances at 1 tonne per year or above, substances very toxic to aquatic life at 100 tonnes per year or above, and all substances at 1,000 tonnes per year or above
- 27 October 2030 — substances added to the UK SVHC list before the first deadline, and all substances at 100 tonnes per year or above
- 27 October 2031 — all remaining substances at 1 tonne per year or above
The extension applies to England, Wales and Scotland; Northern Ireland continues to follow EU REACH.
